Steven Devlin, 49, Lehigh University’s Vice Provost and former University of Pennsylvania administrator from Haverford Township, was charged yesterday with trying to arrange a sexual tryst with a mother and her two girls, ages 7 and 9.
Using the screen name "Philly guy5," Devlin allegedly sent an instant message to a person he believed to be a 32-year-old mother of two young girls.
"Hi . . . we are in Delco also!!!" he wrote on May 24, according to police. Devlin later asked whether the woman - actually Delaware County Detective Lisa Carroll - was teaching her daughters to "be" bisexual.
By mid-June, authorities say, Devlin stated, "We should try to find a way to do more than chat online" and told Carroll he wanted to have intercourse with her 9-year-old and use sex toys on her 7-year-old.
Devlin was arrested in Kohl's parking lot on Baltimore Pike in Springfield.
